Systems of Care Leadership Team

“Systems of Care is an adaptive network of structures, processes, and relationships grounded in system of care values and principles that provides children and youth with serious emotional disturbance and their families with access to and availability of necessary services and supports across administrative and funding jurisdictions” (Hodges, Ferreira, Israel & Mazza, 2006). The philosophy has grown out of more than 20 years of grass-roots, local, state, and federal movements to improve the efficiency and efficacy of service delivery for children with serious emotional disturbance and their families.

In the Fall of 2006, the Comprehensive Services Act (CSA) Committee partnered with U.Va. to better understand services agencies’ perspectives regarding the needs, barriers, and gaps in the Charlottesville/Albemarle care systems.  The resulting report outlined several recommendations for improving our care system, based on the Systems of Care Core Values and Principles (Brief PowerPoint presentation outlining Systems of Care and the local research). 

Convened in September, 2007, CCF charged the Systems of Care Leadership Team to address the CSA Committee recommendations and to advance the System of Care Core Values and Principles locally. To this end, the Leadership Team plans to continue to understand local needs and make additional recommendations for going forward.

GOALS

Short Term Goals

  • Promote Development of Local SOC
    • Champions/Ambassadors of SOC
    • Develop the Leadership Team Membership and Structure
    • Identify assets, and unmet needs, gaps, barriers
      • Define/map our SOC
      • Survey customers
      • Plan and implement on-going assessment

Intermediate Goals

  • Address CSA Committee Recommendations
    • Make recommendations to other entities
      • Facilitate coordination among existing groups
      • Plan SOC trainings
      • Promote family involvement across the service/planning spectrum
    • Develop knowledge of the service array for
      • Direct service providers
      • Residents/customers
    • Develop provider cultural competence

Longer Term Goals

  • Develop Recommendations Regarding On-going SOC Structure
    • Develop memorandum of understanding between partners
    • Inform interagency collaboration
      • Resource sharing
      • Information sharing
      • Connectivity
    • Physical structure/resources needed
