About the Comprehensive Services Act

The Comprehensive Services Act for At-Risk Youth and Families is a 1993 Virginia Law that provides for the pooling of eight specific funding streams used to purchase services for high-risk youth. These funds are returned to the localities with a required state/ local match and are managed by local interagency teams. The purpose of the Act is to provide high quality, child-centered, family-focused, cost-effective, community-based services to high-risk youth and their families.


About the Commission's CSA Committee

Charge

The CSA Committee will be the responsible entity for all CSA policies and programs to insure the effective coordination of policies and practices of the program and fiscal subcommittees in accordance with all state mandates and local CSA policies.

Specific Tasks:

  • Oversee the implementation of the CSA program for Charlottesville/Albemarle, as delegated by the Commission;
  • Set program and fiscal policies through delegation of two subcommittees;
  • Review CSA data and summary reports from subcommittees and program staff to identify and address program needs, future directions and or initiatives;
  •  Review recommended utilization review policy and philosophy in accordance with state mandates and local policy and procedures;
  • Review policy recommendations from program and fiscal committees and staff to enhance local CSA operations and service provision;
  • Report at least quarterly to CPMT/CCF on CSA program issues, trends and developments/initiatives and cost containment measures;
  • Represent CCF and CSA partners to local, state, and community organizations and individuals.
