Beginning July 1, 2010 the City of Charlottesville Department of Social Services and Albemarle County Department of Social Services will assume responsibility for administration of CSA for their respective jurisdictions. This change will mean that all fiscal, vendor contract matters, operational and administrative issues will flow through these departments.
Charlottesville DSS will be developing a new website for the CSA system and will serve as lead on this for both the city and the county. Until the new website is up and running, please continue to obtain information and forms from this website. Albemarle County Department of Social Services will serve as lead for vendor contract management. CSA Coordinator functions will be shared between the two social services. However each locality will have their own CSA Coordinator and FAPT Scheduler. Contact information for CSA Coordinator and FAPT Scheduler for each jurisdiction can be found on the column to your left.
About the Comprehensive Services Act
The Comprehensive Services Act for At-Risk Youth and Families is a 1993 Virginia Law that provides for the pooling of eight specific funding streams used to purchase services for high-risk youth. These funds are returned to the localities with a required state/ local match and are managed by local interagency teams. The purpose of the Act is to provide high quality, child-centered, family-focused, cost-effective, community-based services to high-risk youth and their families.
About the Community Policy and Management Team
Charge
The CPMT will be the responsible entity for all CSA policies and programs to insure the effective coordination of policies and practices of the program and fiscal subcommittees in accordance with all state mandates and local CSA policies.
Specific Tasks:
- Oversee the implementation of the CSA program for Charlottesville/Albemarle;
- Set program and fiscal policies through delegation of subcommittees;
- Review CSA data and summary reports from subcommittees and program staff to identify and address program needs, future directions and or initiatives;
- Review recommended utilization review policy and philosophy in accordance with state mandates and local policy and procedures;
- Review policy recommendations from program committee and staff to enhance local CSA operations and service provision;
- Report at least quarterly to CPMT on CSA program issues, trends and developments/initiatives and cost containment measures;
- Represent CSA partners to local, state, and community organizations and individuals.

The Family Assessment Planning Team
The Family Assessment and Planning Team (FAPT) develops service plans for eligible youth and families and reviews cases funded by the Comprehensive Services Act to determine progress, prepare transition plans, and adjust services as needed.
Team members are appointed by the Community Policy and Management Team. The Family Assessment and Planning Team includes a representative from the following agencies:
- Charlottesville Department of Social Services
- Albemarle County Department of Social Services
- Charlottesville Public Schools
- Albemarle Public Schools
- Region Ten
- Juvenile Court Services Unit
The Team also includes a parent representative and private provider representative.
The Family Assessment and Planning Team studies and discusses information from case managers, parents and/or guardians, psychological reports, school records, and other pertinent data sources. The child's family is encouraged to attend and participate in the FAPT meeting.
